Overview COMMUNITY SERVICE OFFICER The City of Baldwin Park Police Department is seeking qualified candidates for the position of Community Service Officer (CSO). This dynamic, non-sworn role supports public safety efforts through the enforcement of City codes and ordinances related to parking, nuisance abatement, abandoned vehicles, and more. CSOs perform a variety of field and administrative duties including issuing citations, providing traffic control, collecting fees, and assisting the public at the front counter. The ideal candidates will have strong communication skills, the ability to work independently in varying conditions, and a commitment to community service. The CSO position requires working varying schedules depending on departmental needs, with fixed or rotating shifts including holidays, weekends, evenings, and extended hours when required. The top step for this position is currently $73,332.12. The position will receive a 3% COLA in July 2026, bringing the top step to $75,532.08. About the Department The Baldwin Park Police Department is dedicated to providing the residents of this community with a safe environment in which to live and work. In addition to regular duties of traffic and law enforcement, the department strives to address the needs of the City in partnership with area residents. Summary Under general supervision, performs a variety of non-hazardous duties in a non-sworn capacity and in support of Police Department operations, services, and functions, including but not limited to patrol, traffic control, parking enforcement, community policing, records, and investigations; performs other duties based on the needs of the department including special assignments. Supervision - General supervision is provided by designated sworn personnel. Representative duties, knowledge, and skills (not a comprehensive list; duties may be assigned as required): essential duties and responsibilities may include, but are not limited to, the following: Provide visible sworn presence/patrol in City parks, investigate quality of life complaints, initiate nuisance abatement investigations related to parks, property, and businesses, cite violators, monitor locations, and prepare reports. Investigate and complete crime reports in the field when no suspect is present; investigate complaints, cite violators, prepare reports; investigate selected traffic collisions and other incidents as assigned. Investigate cases such as missing persons, juvenile status offenders, lost and found property; provide advisory assistance and referral services to victims and families. Issue parking citations; enforce laws for non-moving vehicles; assist in identifying and removing/impounding stolen or abandoned vehicles, assist stranded motorists, perform traffic control, and report traffic hazards. Collect and preserve evidence following established procedures; inventory and tag evidence. Conduct Neighborhood Watch and other crime prevention programs; participate in department activities/events; liaise with participating agencies; create informational materials and public service announcements as needed. Provide information to the public about departmental policy and procedures; create records of crime reports and complaints; may appear in court to provide testimony. Perform general clerical tasks related to non-hazardous duties, including typing and operating office equipment and a police radio. Support the relationship between the City and the public by demonstrating courteous and cooperative behavior; maintain confidentiality; perform other duties as required. Knowledge of: English usage, spelling, grammar, punctuation, and arithmetic. Effective public relations and personal interaction skills. Basic functions of a municipal law enforcement agency. Principles and practices of customer service. Geography, roads, and landmarks of the City and surrounding areas. Ability to: Operate a department vehicle in a lawful and safe manner. Learn and apply basic criminal, traffic, and civil law pursuant to department training. Understand, interpret, and apply pertinent federal, state, and local codes, laws, and regulations, including vehicle codes, penal codes, and municipal codes. Learn a variety of automated systems. Deal constructively with conflict, physical threats, verbal abuse, and other stressful situations; develop and initiate effective resolutions. Understand and follow verbal and written directions. Write neat, concise, and thorough reports. Work independently and collaboratively; promote a professional image of the department. Education, Training, and Experience Guidelines: Any combination equivalent to experience and education that could provide the required knowledge and abilities would be qualifying. A typical path: High School Diploma or GED. AA Degree in a related field is desirable. One (1) year of clerical experience involving public contact, preferably in a law enforcement agency. License and Certification Requirements: Possession of, or ability to obtain, a valid California State Driver’s License. Possession of Peace Officer Standards and Training (POST) PC 832 certification or successfully complete the 832 PC course within three (3) months of hire. Physical Demands and Working Environment Work is performed in an office and field environment; may involve standing, sitting, or walking for prolonged periods. May be exposed to loud noises, cold, heat, and inclement weather. Varying work schedules, fixed or rotating, including holidays, weekends, evenings, and extended hours.
