Senior Program Analyst (Requirements Officer) Join to apply for the Senior Program Analyst (Requirements Officer) role at KBR, Inc. Role and Responsibilities KBR is seeking a Senior Program Analyst (Requirements Officer) to join our team. In this role, you will provide expert analysis of the Flying Hour Program (FHP) in support of the OPNAV N980L contract. The OPNAV N980L is part of the Logistics and Readiness Branch of the Office of the Chief of Naval Operations (OPNAV), supporting the Navy and Marine Corps with logistics analysis and evaluation. The contractor shall perform the following tasks: Support FHP team members during all phases of the PPB&E process. Prepare and review JCIDS documents such as concepts of operations, capabilities assessments, and requirements memoranda. Support the FHP Requirements Officer in defining flying hour requirements for Naval Aviation programs. Assist in analyzing resource allocation, operations, sustainment, and aircraft readiness issues. Research and evaluate program requirements throughout the POM process. Provide analysis on FYDP and year of execution requirements to support Naval Aviation priorities. Conduct studies on program performance and aviation trends. Assess impacts of programmatic changes on systems acquisition and support. Review similar programs across services for joint application leverage. Understand and incorporate requirements from various Naval Aviation stakeholders. Liaison and Collaboration Collaborate with NAVAIR, NAVSEALOG, CNAF/R, CNAL/CNAP, USFF, and HQMC-Aviation for requirements analysis and resource planning. Assist in staff interactions with various agencies and attend relevant conferences. Respond to flying hour inquiries from service, department, or Congress. Program Budget and Execution Articulate program risks and analyze strategies regarding policy and funding. Monitor PBIS and support budget planning and adjustments. Assist in preparing budget exhibits and review submissions for anomalies. Support financial management and ensure proper resource allocation. Contribute to the development of the Flying Hour Cost Exhibit for congressional submissions. Subject Matter Expertise Serve as the FHP focal point, maintaining resources, tools, and training. Retain historical data and lessons learned for best practices. Provide recommendations for FHP model updates and data management. Evaluate studies, policies, and strategic guidance impacting Naval Aviation. Coordinate data exchange and resolve discrepancies in models and software. Develop and deliver training on flying hour models and data extraction. Ongoing Analysis Continuously evaluate the accuracy of program databases and resource utilization. Identify root causes of deviations and impacts on readiness. Maintain compliance with OPNAVINST 7310.1 Series and develop data processing systems. Provide training and briefings on FHP capabilities and analysis. Minimum Qualifications Bachelor's degree plus 5 years of experience or at least 13 years of experience in Naval Aviation operations & sustainment. Experience presenting data to senior leadership. Knowledge of DoN Flight Hour Resource Modeling (FHRM) and Flying Hour Projection System (FHPS). Understanding of Naval Aviation mission, systems, and management principles. Familiarity with FHP's relationship with depot maintenance and logistics support. Knowledge of life cycle costs and sustainment challenges, with DAU acquisition experience preferred. Proficiency with MS Office Suite for developing presentations and graphics. Active Secret security clearance; U.S. citizenship required. Additional Details Scheduled weekly hours: 40 Salary range: $109,940 - $164,795, based on location, experience, and other factors.
