Position Function:

Responsible for supporting the Bank's Funding, Liquidity, and Treasury Operations.

Primary Accountabilities:

Funding & Liquidity Management

Assists in the management of the Bank’s overnight and wholesale funding position to ensure sufficient funds to meet short- and long-term obligations while optimizing expense.

  • Executes funding with respect to asset/liability and funds management strategies to manage risk and optimize financial results.
  • Responsible for the timely recording of funds management activity to the general ledger and income statement.
  • Reports and communicates the overnight position to the Treasury division on a daily basis.
  • Maintains and tracks the Bank’s short-term and long-term funding plan, and contingency funding plan.
  • Prepares reports detailing current funding position and liquidity levels, expected funding needs and sources/uses of cash.
  • Prepares the cash flow analysis and models to analyze and stress test the Bank’s liquidity levels.
  • Provides specialized deposit pricing and participates in the deposit management process.

Treasury Operations

Assists in the management of investment accounting, derivatives operations, Bank Owned Life Insurance (BOLI), and foreign exchange (FX) operations.

  • Responsible for the timely recording all investment portfolio activity to the general ledger and income statement; provides investment manager with support around investment accounting, securities settlements and other investment portfolio activity.
  • Responsible for the derivatives transaction processing including trade processing, daily collateral management, and reconciliation.
  • Records all BOLI activity to the general ledger and income statement in a timely manner. Responsible for reporting the performance of the BOLI policies.
  • Assists in the FX management process, provides exception pricing for the Bank’s foreign exchange customers.
  • Supports the management of external relationships with vendors, safekeeping agent, funding counterparties and others.
  • Ensures policies, procedures, and internal controls are current and that all operations are in compliance with regulations.

Collateral Management

Participates in the effective management of the loan and securities collateral to maximize the Bank’s borrowing capacity at the Federal Home Loan Bank, Federal Reserve Bank, and government entities.

  • Ensures sufficient collateral is pledged to cover all funding agreements and certificates of deposits.
  • Coordinates with Investment Manager to ensure that collateral management is in compliance with the Bank’s internal policies and regulations.

Continuous Improvement

  • Maintains a strong focus on process efficiency and automation.
  • Evaluates and recommends strategies to improve efficiency through increased revenue and/or decreased expense.

Minimum Qualifications:

Education:

Funding & Liquidity Officer I

  • Bachelor's Degree in Finance, Accounting or Quantitative Field from an accredited 4-year university required.
  • Master's Degree in MBA, or other advanced degree preferred.

Funding & Liquidity Officer II

  • Bachelor's Degree in Finance, Accounting or Quantitative Field from an accredited 4-year university required.
  • Master's Degree in MBA, or other advanced degree preferred.

Experience:

Funding & Liquidity Officer I

  • 3+ years of experience in the financial industry in the area of treasury or financial analysis required.

Funding & Liquidity Officer II

  • 4+ years of experience in the financial industry in the area of treasury or financial analysis required.

License/Certification:

  • CPA or CFA preferred.

Physical Requirements & Working Conditions:

  • Must be able to perform light physical work and to move or lift items including but not limited to boxes, files and papers up to 20 pounds unless otherwise as indicated.
  • Must be able to operate and proficiently use standard office equipment, including phone, copier, personal computer and/or other work related mechanical or electronic devices and applications.
  • Must be able to clearly communicate verbally and in writing with all internal and external customers. Must also be able to hear sufficiently to engage in daily discussions and interactions.
  • Must be able to read and understand bank-related documents.
  • Must be able to work in a conventional office setting, involving sitting at a desk or workstation for long periods of time. Must also be able to adapt to different work environments as needed to perform the job.
